Coming Soon to Valley Center - A Smelly Dump
EDCO now claims Oceanside's El Corazon composting facility is a model for Valley Center. Think that a facility like El Corazon is suitable or appropriate for VC? Think again. As realtors like to say: "it's all about location, location, location." And VC is the wrong location.
- Fact #1: El Corazon is on an old sand mine and former industrial area that can be easily reached by El Camino Real, I 5 and Oceanside Blvd.
- Fact #2: El Corazon is not located in a rural residential community on a winding country road that dead ends. Nor is El Corazon located in the heart of a High Risk Fire Area many miles from the nearest freeway.
- Fact #3: El Corazon is not owned by the company that operates it. Agri Services leases the land from the City. It is currently on a 15 yr lease.
- Fact #4: El Corazon must report into the City of Oceanside's Integrated Waste Commission. The community and citizens of Oceanside are key stakeholders.
- Fact #5: El Corazon is much smaller than the proposed dump for VC. According to initial EDCO figures, the VC dump may process upto 60% MORE waste*

SAY NO TO EDCO'S DUMP!
Stop EDCO from turning Valley Center into a waste dump for San Diego County and surrounding areas.
EDCO bought the 197 acres of pristine land between Betsworth Road and Mirar de Valle in this picture. EDCO intends to build an "organic recycling facility" and dump waste on the land. There is nothing eco friendly about this project.
TOP REASONS TO SAY NO TO EDCO
- AGRICULTURAL RISK: There is no formal way to verify if organic matter consisting of contaminated plant matter comes from a quarantine zone. The onus is on back yard growers to self report. This means imported green waste can introduce citrus killing bugs and pests which could destroy our local agricultural economy and livelihood of the growers. The quarantine threat is real and could have disastrous consequences.
- ENVIRONMENTAL IMPACT: The affected location runs through Moosa Creek, which feeds the Turner Lake reservoir. During a severe rain and flood, the "waste holding ponds" could overflow or break letting millions of gallons of contaminated water containing manure, fertilizers, pesticides, and other chemicals concentrated by the process flow into our local drinking water supply or into the groundwater. Furthermore, the operation will run massive grinder to process 400 tons of waste a day using noisy engines. The dust, odors, and bioaerosols will be horrific and become breeding grounds for rats and flies.
- MASSIVE TRAFFIC: Valley Center, and a residential neighborhood is the wrong place to locate a dump. We expect a huge surge in 18 wheeler trucks, trailers and traffic on Lilac, the Grade and roads into Valley Center. Betsworth and Mirar de Valle are winding dangerous roads - add in trucks and private vehicles driving to the dump and we turn our local roads into death traps.
- FIRE RISK: There is a fire hazard from methane and gas buildup and combustion of composting materials. During fire alerts, SDG&E could stop the electricity to the facility for 72 hours which would halt EDCO's air and water pumps that are used to manage the compost heaps. That alone may cause a fire. Betsworth is a narrow rural street. There are only 2 exits out of Valley Center in an emergency and now we have the additional hazard of a dump and associated traffic.
- WHERE WILL IT END?: An identical facility in Washington state is located far away from residential areas because it produces noise, odor and contaminants. Yet EDCO thinks nothing of sticking this in our neighborhood.
* Disclaimer:El Corazon processes approximately 80,000 tons of waste a year ( per 2007 figures). EDCO has suggested numbers ranging from 300-400 tons a day in VC @ 6 days a week. This equates to roughly 128,000 tons. At least under the current permit they seek.These numbers maybe subject to change as we have not been able to obtain accurate numbers from EDCO, thus far.
